The most common error on this tariff line is assuming the azo-dye exemption extends to all origins or to all dye-prohibition requirements. The exemption from azo-dye testing is country-specific and covers only the nine listed nations; the PSIC covering all other prohibited hazardous dyes remains mandatory regardless of origin. Filing the bill of entry without an adequate PSIC or test report exposes the consignment to detention and ground rent while a compliant certificate is sourced retrospectively.
