The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries eliminates all PSIC obligations. The exemption covers azo-dye testing only; compositional and other textile-safety parameters under the PSIC regime remain required regardless of origin. Presenting a partial test report that addresses only non-restricted parameters — without confirming the azo-dye scope — will result in customs detention at the bill-of-entry stage.
