Verify the country of origin: the azo-dye testing requirement is waived only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. Consignments from all other origins must carry a valid PSIC or TC/CSRTI test report — absence of this document at the bill-of-entry stage will result in consignment detention.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing is broader than it is. The exemption covers nine listed countries only; a consignment routed through a third country or transshipped via a non-listed origin does not inherit the exemption, and a missing PSIC at the bill of entry results in detention pending testing. Procure the PSIC before shipment departure — post-dispatch rectification is not available for this document.
