The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing is broader than it is. The exemption covers nine listed countries only; a consignment routed through a third country or transshipped via a non-listed origin does not inherit the exemption, and a missing PSIC at the bill of entry results in detention pending testing.
