A word of counsel

The most common error on this tariff line is assuming that the azo-dye testing exemption for named countries eliminates all PSIC requirements. The exemption applies only to azo-dye testing; certification requirements for other prohibited hazardous dyes under General Note 10 remain in force for all origins. Consignments presented without the requisite test report or PSIC are liable to detention and ground rent at the port pending re-submission or re-export.
