If the country of origin is not among the nine exempt origins — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — ensure the PSIC specifically includes azo-dye test results. Upload the PSIC or test report in e-Sanchit before filing the bill of entry.

A word of counsel

The most common error on this tariff line is assuming that the azo-dye exemption for listed countries extends to all PSIC requirements. The exemption covers only the azo-dye testing component; a PSIC from an accredited laboratory certifying absence of other prohibited hazardous dyes remains mandatory for all origins, including exempt ones. Consignments arriving without any PSIC or test report are detained at the port of import pending documentary compliance.
