The most common error on this tariff line is assuming the azo-dye exemption for listed countries extends to all PSIC obligations. The exemption is narrowly confined to azo-dye testing only; a certificate covering other prohibited hazardous substances remains required for every origin. Consignments arriving without a PSIC — or with a certificate from an unaccredited laboratory — face detention and potential re-export under ITC (HS) policy enforcement.
