  2. 2
If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is exempted for those origins only; document the country of origin on the bill of entry to claim the exemption. For all other origins, the PSIC is mandatory without exception.

A word of counsel

The most common error on this tariff line is assuming the azo-dye country-of-origin exemption applies to transshipment or re-export scenarios where the fabric passes through an exempt country but was manufactured elsewhere. The exemption attaches to the country of origin as declared on the bill of entry, not to the port of loading; a consignment of Chinese-origin bedticking routed through a UK warehouse and presented with a UK certificate of origin will still attract the PSIC requirement if origin cannot be substantiated.
