The azo-dye testing exemption is country-of-origin specific and applies only to the nine listed countries; it does not extend to goods merely transshipped through an exempt country. Importers sourcing seersucker fabric from any origin outside that list — including common manufacturing hubs in South Asia and Southeast Asia — must ensure the PSIC is in hand before vessel departure, as a missing certificate at port triggers detention rather than a rectifiable documentation deficiency.
