HSN 5209 29 90 (Other woven cotton fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the named exempt countries must accompany a valid test report from an accredited laboratory of the exporting country or from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye testing exemption applies to all countries. The exemption covers EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only; consignments from all other origins — including major textile-exporting countries such as China, Bangladesh, and Vietnam — require a PSIC or accredited test report, and absence of this document at the bill of entry stage causes detention and demurrage.
