The most frequent error on this tariff line is assuming the azo-dye exemption applies because the exporter is based in an exempt country, when the operative criterion is the declared country of origin on the shipping documents. Fabric routed through an exempt country but originating elsewhere does not qualify; presenting an incomplete or mismatched origin declaration at the port of import exposes the consignment to detention pending a fresh test report from an accredited laboratory.
