A word of counsel

The most common error on this tariff line is assuming that a certificate of origin from an exempt country dispenses with all textile-import documentation. The azo-dye exemption is origin-specific and narrow; it does not remove the requirement to declare compliance with General Note 10 or to hold documentation establishing the exempt origin. Consignments from non-exempt countries arriving without a valid test report are liable to detention and demurrage at the port of import pending laboratory clearance.

Frequently asked
Does HSN 5209 22 20 require BIS certification?

Which countries are exempt from azo-dye testing for this tariff line?
Per DGFT Public Notice 14/2023 dated 14-06-2023, only imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must furnish a valid test report.
