HSN 5209 22 20 (Furnishing fabrics, 3- or 4-thread twill, cotton) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Schedule, with a Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted only for imports originating from specified countries per DGFT Public Notice 14/2023 dated 14-06-2023.

The most common error on this tariff line is assuming that a certificate of origin from an exempt country dispenses with all textile-import documentation. The azo-dye exemption is origin-specific and narrow; it does not remove the requirement to declare compliance with General Note 10 or to hold documentation establishing the exempt origin. Consignments from non-exempt countries arriving without a valid test report are liable to detention and demurrage at the port of import pending laboratory clearance.
