HSN 5209 19 00 (Other fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate covering azo-dye absence under General Note 10 of the ITC (HS) policy. Imports from select countries are exempt from azo-dye testing per DGFT Public Notice 14/2023 dated 14-06-2023.

The most frequent error on this tariff line is assuming that because the fabric is a commodity product, no PGA clearance applies. The azo-dye PSIC requirement is an ITC (HS) policy condition — not a discretionary quality check — and applies at the bill of entry regardless of the buyer's internal quality protocols. Importers sourcing from origins outside the nine exempt countries who present only a commercial invoice and packing list face consignment detention and demurrage until a conforming test report is produced.
