Cotton twill furnishing fabrics, 85% or more cotton by weight
HSN 5209 12 30 (Furnishing fabrics, 3- or 4-thread twill) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 10 of the ITC (HS) Schedule. A Pre-Shipment Inspection Certificate certifying absence of prohibited azo dyes is required for imports from countries not on the notified exemption list.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing covers all textile compliance requirements. The PSIC exemption applies only to azo-dye testing; other General Note obligations under the ITC (HS) policy remain in force regardless of origin. Consignments from non-exempt countries detained at customs for absence of a valid PSIC attract demurrage and ground rent pending re-testing or re-export.
