HSN 5209 11 19 (plain weave cotton fabric weighing more than 200 g/m²) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering azo-dye absence under General Note 10 of the ITC (HS) policy. Imports from select countries are exempt from azo-dye testing, but the PSIC requirement for other parameters remains in force.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing eliminates the PSIC requirement entirely. The exemption applies only to the azo-dye parameter; a PSIC or equivalent test report covering composition and other notified parameters remains required even for exempt origins. Presenting a bill of entry without any PSIC for a non-exempt origin results in consignment detention and accruing demurrage.
