Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

  2. 2
Confirm the country of origin before filing the bill of entry. For shipments from non-exempt countries, upload the azo-dye test certificate in e-Sanchit. For shipments from the nine exempt origins, retain documentary proof of origin to substantiate the exemption claim at customs assessment.

A word of counsel

The country-of-origin exemption from azo-dye testing is specific to the nine listed nations; transshipment through an exempt country does not transfer the exemption to goods originating elsewhere. Consignments from non-exempt origins that arrive without a valid PSIC or accredited test report are detained at the port of import, attracting demurrage and ground rent while the documentation deficiency is remedied — and the deficiency cannot be cured retrospectively by a domestic test report after arrival.

Frequently asked
Does HSN 5209 11 14 require BIS certification?
No, plain weave cotton sheeting fabrics are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, with the principal operative requirement being a Pre-Shipment Inspection Certificate for azo-dye absence under General Note 10.
Which countries are exempt from the azo-dye Pre-Shipment Inspection Certificate requirement?
EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt per General Note 10 of the ITC (HS) policy and DGFT Public Notice 14/2023 dated 14-06-2023; all other origins must furnish a PSIC from an accredited laboratory.
Does the azo-dye exemption apply when goods from a non-exempt country are transshipped through an exempt country?
No. The exemption attaches to the country of origin, not the country of export or transhipment; goods originating in a non-exempt country require a valid PSIC regardless of the routing or intermediate port.
