HSN 5209 11 13 (Casement) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports of textile articles from countries outside the notified exemption list must comply with azo-dye testing requirements per DGFT Public Notice 14/2023 dated 14 June 2023.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing extends to goods transshipped through an exempt country but manufactured elsewhere. Origin is determined by the country of manufacture, not the country of last shipment; a consignment produced outside the nine notified countries but transshipped through, say, the EU remains subject to the full Pre-Shipment Inspection Certificate requirement, and a missing certificate at the bill of entry will result in consignment detention.
