HSN 5208 52 80 (Voils, excluding leno fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes. The most common error on this tariff line is assuming the azo-dye testing exemption extends to all certified-origin countries or to transit shipments re-invoiced through an exempt country. The exemption is origin-specific, not invoice-specific: goods manufactured outside the nine listed countries but shipped via an exempt country remain subject to the PSIC requirement. A missing or deficient PSIC at the bill-of-entry stage will result in consignment detention pending documentary compliance.
