The most common error on this tariff line is assuming that the azo-dye exemption applies solely on the basis of the foreign supplier's country of incorporation rather than the verified country of origin as declared on the bill of entry. A consignment manufactured in a non-exempt third country but invoiced through an exempt-country intermediary does not qualify for the waiver; the proper officer will verify origin documentation, and a PSIC absent at out-of-charge triggers detention and demurrage.
