The most common error on this tariff line is assuming that the azo-dye exemption for listed countries covers all prohibited hazardous dyes. The exemption is narrowly confined to azo-dye testing; compliance with the broader prohibited-hazardous-dye regime under General Note 10 remains mandatory for all origins, including the exempt countries. Importers who arrive without any PSIC on the basis of country-of-origin exemption risk consignment detention at port.
