Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes before shipment. This requirement applies under General Note 10 to the ITC (HS) Import Policy.

  2. 2
Confirm whether the country of origin qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for other hazardous dyes and composition parameters remains mandatory for all origins.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption for listed countries waives the PSIC requirement entirely. The exemption is limited to azo-dye testing; a full PSIC covering all other prohibited hazardous dyes is still required for every origin, including the nine exempt countries. Presenting only an azo-dye clearance certificate without a comprehensive PSIC will result in consignment detention pending re-documentation.
