HSN 5208 52 40 (Casement) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous dyes under General Note 10. The PSIC must be sourced from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye exemption for listed countries waives the PSIC requirement entirely. The exemption is limited to azo-dye testing; a full PSIC covering all other prohibited hazardous dyes is still required for every origin, including the nine exempt countries. Presenting only an azo-dye clearance certificate without a comprehensive PSIC will result in consignment detention pending re-documentation.
