The most common error on this tariff line is assuming the azo-dye testing exemption extends to all EU-adjacent or Commonwealth origins. The exemption list is closed — exactly nine jurisdictions — and origin is determined by the country of manufacture, not the country of export or the flag of the carrying vessel. A consignment originating in, say, Bangladesh or Vietnam and transshipped through a listed exempt country still requires a PSIC; presenting the transshipment documents as proof of exempt origin will result in consignment detention pending fresh testing.
