HSN 5208 51 20 (Saree) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) Import Policy. The most frequent error on this tariff line is assuming the azo-dye exemption applies broadly to any shipment routed through or transshipped via an exempt country. The exemption is tied to the country of origin, not the port of shipment; a saree manufactured outside the exempt list and transshipped through a European hub still requires a full PSIC. A missing or non-accredited test certificate at the bill-of-entry stage results in consignment detention until a valid PSIC is produced.
