    If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is waived for those specific origins only. Document the country of origin on the bill of entry to invoke the exemption; other compliance requirements under the ITC (HS) policy remain applicable.

A word of counsel

The country-of-origin exemption is frequently misapplied when goods are manufactured in a non-exempt country but transshipped through an exempt one: the exemption tracks the country of manufacture, not the country of export or the port of lading. A PSIC or TC/CSRTI test report obtained after the goods have already been shipped but before the bill of entry is filed does not satisfy the pre-shipment requirement, and the consignment may be detained pending re-testing at an approved Indian laboratory.
