HSN 5208 43 30 (Bedticking, damask) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the notified exempt countries must present a PSIC from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The country-of-origin exemption is frequently misapplied when goods are manufactured in a non-exempt country but transshipped through an exempt one: the exemption tracks the country of manufacture, not the country of export or the port of lading. A PSIC or TC/CSRTI test report obtained after the goods have already been shipped but before the bill of entry is filed does not satisfy the pre-shipment requirement, and the consignment may be detained pending re-testing at an approved Indian laboratory.
