The azo-dye testing exemption is strictly country-of-origin specific and does not extend to goods merely transshipped through or invoiced from an exempt country. A consignment manufactured in a non-exempt country but shipped via an EU hub remains subject to the PSIC requirement; presenting only a transit country's certification in lieu of the accredited-lab PSIC will result in consignment detention at the port of import pending documentary rectification.
