HSN 5208 43 10 (Bleeding Madras) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory is acceptable in lieu.

The azo-dye testing exemption is strictly country-of-origin specific and does not extend to goods merely transshipped through or invoiced from an exempt country. A consignment manufactured in a non-exempt country but shipped via an EU hub remains subject to the PSIC requirement; presenting only a transit country's certification in lieu of the accredited-lab PSIC will result in consignment detention at the port of import pending documentary rectification.
