HSN 5208 42 50 (Bed ticking, domestic) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye-testing exemption covers all imports without verifying origin. The exemption is strictly limited to nine named countries; a PSIC missing for any other origin results in consignment detention at the port of import and exposure to demurrage and ground rent until the deficiency is remedied. Note that even for exempt origins the PSIC covering other prohibited hazardous dye parameters may still be required — the exemption applies only to azo-dye testing specifically.
