Compliance steps
  1. 1
Before shipment, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory in the exporting country, or a valid test report from the Textile Committee (TC) or CSRTI, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except the exempted countries listed under General Note 10.

  2. 2
Verify that the exporting country is among the nine azo-dye-testing-exempt origins — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — before relying on the exemption. For all other origins, the PSIC or TC/CSRTI test report must be uploaded in e-Sanchit before the bill of entry is filed.

A word of counsel

The most common error on this tariff line is assuming the azo-dye-testing exemption covers all imports without verifying origin. The exemption is strictly limited to nine named countries; a PSIC missing for any other origin results in consignment detention at the port of import and exposure to demurrage and ground rent until the deficiency is remedied. Note that even for exempt origins the PSIC covering other prohibited hazardous dye parameters may still be required — the exemption applies only to azo-dye testing specifically.
