DGFT CLEARANCE

If the consignment originates from any country outside the exempt list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — the azo-dye test is mandatory without exception. A word of counsel

The most common error on this tariff line is assuming the country-of-origin azo-dye exemption also covers other hazardous-dye parameters tested under General Note 10. The exemption applies exclusively to the azo-dye test; the PSIC or TC/CSRTI test report covering other prohibited hazardous dyes remains mandatory for all origins, including the nine exempt countries. Submitting a certificate that covers only azo dyes for a non-exempt origin will result in consignment detention at the port pending a compliant test report.
