The most common error on this tariff line is treating the azo-dye exemption for named countries as a blanket exemption from the PSIC requirement. The exemption covers azo-dye testing only; PSIC certification confirming absence of all other prohibited hazardous dyes remains mandatory regardless of origin. A consignment arriving without a valid PSIC or test report is liable to detention at the port of import pending compliance.
