HSN 5208 41 29 (plain weave cotton woven fabric, not more than 100 g/m²) is subject to import policy controls administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Import Policy, Chapter 52. The most common error on this tariff line is assuming the azo-dye exemption applies broadly to all developed-country origins. The exemption is exhaustive and country-specific — nine jurisdictions only; imports from all other origins, including otherwise low-risk trading partners, require the PSIC or TC/CSRTI test report. Arriving without this document from a non-exempt origin triggers detention and potential re-export at the importer's cost.
