Bleeding Madras
Bleeding Madras plain weave cotton fabric, lightweight
HSN 5208 41 10 (Bleeding Madras) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country under General Note 10 of the ITC (HS) policy. The PSIC must certify the absence of prohibited hazardous azo dyes, with a country-specific exemption applying to imports from nine named origins.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Import policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous dyes before the consignment is shipped.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted; however, the PSIC covering other prohibited hazardous dyes and composition parameters remains mandatory for all origins.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is treating the azo-dye exemption for nine named countries as a blanket waiver of the PSIC requirement. The exemption applies to azo-dye testing only; the obligation to produce a PSIC or valid TC/CSRTI test report certifying the absence of all other prohibited hazardous dyes applies regardless of the country of origin. A consignment arriving without the PSIC — even from an exempt country — is liable to detention at the port of import pending document production.
