The most common error on this tariff line is treating the azo-dye exemption for nine named countries as a blanket waiver of the PSIC requirement. The exemption applies to azo-dye testing only; the obligation to produce a PSIC or valid TC/CSRTI test report certifying the absence of all other prohibited hazardous dyes applies regardless of the country of origin. A consignment arriving without the PSIC — even from an exempt country — is liable to detention at the port of import pending document production.
