Shirting (including mazri)
Cotton shirting fabric, twill weave (mazri)
HSN 5208 33 30 (Shirting including mazri) is subject to import-policy controls administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Schedule I import framework. A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy for all origins except a specified list of exempt countries.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes before the consignment is shipped.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify the country of origin before filing the bill of entry: azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. All other origins must present the PSIC at the time of customs examination.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye PSIC exemption extends to all developed-country origins — it is a closed list of nine jurisdictions, and imports from any unlisted country without a valid PSIC are liable to detention and refusal of out-of-charge at the port of import. A test report from a Textile Committee or CSRTI laboratory is an accepted alternative to an accredited-lab PSIC, but must be valid and consignment-specific; a generic or expired report will not satisfy the General Note 10 requirement.
