Plain weave cotton woven fabrics, medium weight
HSN 5208 32 90 (plain-weave cotton woven fabric, over 100 g/m²) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Policy.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Azo-dye exemption declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), confirming the absence of prohibited hazardous azo dyes before the consignment is dispatched.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If importing from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, document the country of origin to claim the azo-dye testing exemption at the bill of entry. Imports from all other origins must present a PSIC or valid TC/CSRTI test report without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the country-of-origin exemption covers all documentation requirements: the exemption applies only to azo-dye testing, not to the broader PSIC obligation. Consignments from non-exempted origins without a valid PSIC or TC/CSRTI test report are liable to detention at the port of import until the required certificate is furnished, attracting demurrage and ground rent that can exceed the cost of pre-shipment testing.
