HSN 5208 32 80 (Furnishing fabrics, excluding pile and chenille fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering prohibited hazardous azo dyes under General Note 10. Imports from origins outside the named exempt countries must present a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Azo-dye exemption declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes before shipment. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the PSIC or valid test report in e-Sanchit at the bill of entry stage. Where the exporting country qualifies for the azo-dye testing exemption, retain documentary evidence of origin to substantiate the exemption claim before the proper officer at out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most frequent error on this tariff line is assuming the azo-dye testing exemption applies country-wide without verifying the specific enumerated list. The exemption covers EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only; shipments from any other origin — including countries otherwise regarded as trusted textile exporters — that arrive without a PSIC are liable to detention at the port of import until a compliant test report is produced, accruing demurrage and ground rent throughout.
