The most common error on this tariff line is assuming that the country-of-origin exemption from azo-dye testing constitutes an exemption from the PSIC requirement altogether. The exemption covers azo-dye testing only; other hazardous-dye parameters and PSIC documentation obligations under General Note 10 remain applicable even for the nine listed exempt origins. A consignment arriving without any PSIC or qualifying test report will be detained at the port of import regardless of origin.
