HSN 5208 29 90 (Other woven cotton fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing exemptions apply only to imports originating from a defined list of countries per DGFT Public Notice 14/2023.
- Pre-Shipment Inspection Certificate from exporter
- Azo-dye test report from accredited laboratory
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except those expressly exempted under General Note 10 of the ITC (HS) policy.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, document the country of origin clearly on the bill of entry to claim the azo-dye testing exemption. No exemption applies to any other origin; absent valid documentation, the consignment is held for azo-dye testing at the port.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye testing exemption is a blanket waiver covering composition, labelling, and other PSIC parameters. The exemption applies to azo-dye testing only; a Pre-Shipment Inspection Certificate covering other mandated parameters remains required regardless of the country of origin. Consignments from non-exempt origins arriving without a valid azo-dye test report face detention and demurrage pending laboratory clearance.
