HSN 5208 29 20 (Dedsuti, dosuti fabrics, ceretonnes and osamburge) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement for azo-dye absence under General Note 10 of the ITC (HS) policy. Imports from origins outside a specified list of countries must provide laboratory test certification confirming the absence of prohibited hazardous dyes.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Azo-dye test report from exporter
- Import policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory in the exporting country certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the Pre-Shipment Inspection Certificate or valid test report at the bill of entry stage via e-Sanchit. Consignments from non-exempt origins lacking valid azo-dye test certification are liable to detention pending compliance.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies universally because the product is a basic woven fabric. The exemption is origin-specific: only imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt. Consignments from any other origin arriving without a valid Pre-Shipment Inspection Certificate face detention at the port of import and cannot be released until compliant documentation is produced.
