Cotton twill woven fabric, 3-thread or 4-thread weave
HSN 5208 23 90 (cotton 3-thread or 4-thread twill woven fabric, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes under General Note 10. The most common error on this tariff line is assuming the PSIC exemption extends to all developed-country origins or free-trade-agreement partners. The exemption is confined to the nine specifically named countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and imports from any other origin, including other developed economies, require a valid azo-dye test report at the bill of entry without exception.
