The most common error on this tariff line is assuming that because azo-dye testing is waived for certain origins, no pre-shipment documentation is required at all. The exemption is strictly origin-specific; a consignment from any country not on the General Note 10 exempt list that arrives without a valid test certificate is liable to detention at the port of import pending documentation cure, accruing demurrage and ground rent.
