HSN 5208 22 40 (Casement) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Schedule, with a mandatory Pre-Shipment Inspection Certificate covering the absence of prohibited azo dyes required under General Note 10 of the ITC (HS) policy. Imports from origins outside the specified exempt countries must be accompanied by a test report from an accredited laboratory of the exporting country or a valid Textile Committee or CSRTI test report.

The most common error on this tariff line is assuming the azo-dye exemption applies to all textile-exporting countries. The exemption is expressly limited to nine named jurisdictions under General Note 10, and imports from any other origin — including major cotton-fabric suppliers such as China, Bangladesh and Vietnam — require a PSIC or accredited test report. Presenting a self-declaration or an in-house laboratory certificate in lieu of an accredited-lab report will not satisfy the General Note 10 requirement and risks consignment detention.
