HSN 5208 21 30 (Casement) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. An azo-dye testing exemption applies for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only.

The most common error on this tariff line is assuming the azo-dye exemption applies universally because the major sourcing countries are listed. Where fabric is produced in a non-exempt country but transshipped through an exempt country, the origin for the purpose of the exemption is the country of manufacture — not the country of export. A consignment lacking a valid test report from a non-exempt origin is liable to detention pending PSIC submission.
