HSN 5208 19 10 (Dedsuti, dosuti fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement for azo-dye absence under General Note 10 of the ITC (HS) policy. Imports from most origins must be accompanied by a test report from an accredited laboratory certifying the absence of prohibited hazardous azo dyes; a country-specific exemption applies for nine listed origins only.

The single most common error on this tariff line is assuming that the azo-dye testing exemption follows the supplier's country of incorporation rather than the country of origin of the fabric itself. A consignment manufactured in a non-exempt country but invoiced through an exempt-country trading house does not qualify for the exemption; absent a valid PSIC, the consignment is held at customs pending test results, attracting detention, demurrage, and ground rent.
