Cotton shirting fabrics, 3-thread or 4-thread twill weave
HSN 5208 13 10 (Shirting fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. The azo-dye testing requirement applies to all exporting countries except the nine exempted origins notified under DGFT Public Notice 14/2023.

The most common error on this tariff line is assuming the azo-dye exemption extends to all developed or OECD-member origins. The exemption list is closed and enumerated: only EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom qualify. Importing from any country outside this list without a valid Pre-Shipment Inspection Certificate results in consignment detention and potential re-export at the importer's cost.
