Woven cotton voile fabrics, plain weave, over 100 g/m2
HSN 5208 12 60 (Voils) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate covering azo-dye absence under General Note 10 of the ITC (HS) policy. An exemption from azo-dye testing applies only for imports originating from a defined list of countries per DGFT Public Notice 14/2023.

The most common error on this tariff line is assuming the country-of-origin exemption extends to goods merely transshipped through an exempt country. The exemption applies to the country of manufacture, not the port of loading; a consignment of voile fabric manufactured outside the listed countries but shipped via a listed-country hub attracts the full azo-dye PSIC requirement, and absence of the certificate at the bill of entry results in consignment detention pending compliance.
