Cotton yarn for retail sale, other than sewing thread
HSN 5207 90 00 (cotton yarn put up for retail sale, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI.

The single most frequent error on this tariff line is assuming that country-of-origin exemption extends to all hazardous-dye parameters: the azo-dye testing exemption for the nine listed countries covers azo-dye absence only, and PSIC requirements for other prohibited hazardous dyes remain in force regardless of origin. A consignment arriving without a PSIC addressing the full scope of General Note 10 is liable to detention at the port of import pending documentary rectification.
