Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes before the consignment is shipped to India.

  2. 2
Upload the PSIC or valid test report in e-Sanchit at the bill of entry stage. Consignments from countries other than EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom must include azo-dye test results; imports from those listed countries are exempted from the azo-dye testing requirement only.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption applies to all parameters of the PSIC — it does not. The exemption for the listed nine countries covers azo-dye testing only; the PSIC certifying the absence of other prohibited hazardous dyes remains mandatory regardless of origin. Consignments arriving without any PSIC, even from an exempt country, are liable to detention pending laboratory clearance.
