HSN 5206 43 00 (cotton yarn containing less than 85% cotton, not put up for retail sale, 43-52 metric number) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10. The PSIC, from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI, must certify the absence of prohibited hazardous azo dyes.

The most common error on this tariff line is assuming the azo-dye testing exemption applies to all parameters of the PSIC — it does not. The exemption for the listed nine countries covers azo-dye testing only; the PSIC certifying the absence of other prohibited hazardous dyes remains mandatory regardless of origin. Consignments arriving without any PSIC, even from an exempt country, are liable to detention pending laboratory clearance.
