HSN 5206 42 00 (cotton yarn containing less than 85% cotton by weight, not put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Policy. Importers must source the PSIC from an accredited laboratory of the exporting country or obtain a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye testing exemption covers all major trading partners. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only — and imports from China, Bangladesh, Vietnam or any other origin not on that list require a PSIC regardless of the supplier's own quality documentation. A consignment arriving without the required PSIC is liable to detention at port pending rectification.
