DGFT CLEARANCE

HSN 5206 42 00 (cotton yarn containing less than 85% cotton by weight, not put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Policy. 2. 2
Verify origin before placing the purchase order: the azo-dye testing exemption applies only to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom. For all other origins, the PSIC or TC/CSRTI test report is mandatory without exception.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption covers all major trading partners. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only — and imports from China, Bangladesh, Vietnam or any other origin not on that list require a PSIC regardless of the supplier's own quality documentation. A consignment arriving without the required PSIC is liable to detention at port pending rectification.
