Compliance steps
  1. 1
Before shipment, obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or the Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous dyes. This document must accompany the bill of entry.

  2. 2
Confirm whether the country of origin qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye presence testing only; the PSIC for other composition and hazardous-dye parameters remains required for all origins.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption for listed countries removes the PSIC requirement entirely. The exemption is confined to the azo-dye test component only; a PSIC covering other prohibited hazardous dyes is still required even for EU and other exempt-origin shipments. Consignments presented without a conforming PSIC or TC/CSRTI test report are liable to detention and demurrage at the port of import pending remedial documentation.

Frequently asked
Does HSN 5206 41 00 require BIS certification?
No, cotton yarn not put up for retail sale is not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) Import Policy administered by the Directorate General of Foreign Trade, with a mandatory Pre-Shipment Inspection Certificate requirement under General Note 10 to confirm absence of prohibited hazardous dyes.
Which countries are exempt from azo-dye testing for this tariff line?
The EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from testing for azo-dye presence only, per DGFT Public Notice 14/2023 dated 14-06-2023; all other origins must submit a PSIC or TC/CSRTI test report covering azo dyes.
Can the PSIC be replaced by a test report issued after arrival of the consignment?
No. The requirement is for a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country or a valid TC/CSRTI test report obtained before shipment; post-arrival testing does not satisfy the General Note 10 obligation and the consignment remains subject to detention until a conforming document is produced.
