Cotton yarn under 85% cotton, 52 to 80 metric number
HSN 5206 34 00 (cotton yarn containing less than 85% by weight of cotton, not put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy for imports from most origins.

The most common error on this tariff line is assuming that the azo-dye exemption for listed countries dispenses with all pre-shipment documentation. The exemption covers only the azo-dye testing component; a consignment from an exempted origin still requires origin documentation establishing the country of manufacture, and customs may detain the consignment pending proof of origin if the bill of entry does not clearly evidence the exempted source country.
