    Note the country-of-origin exemption: azo-dye testing is waived only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. For all other origins, the PSIC or valid test report is non-negotiable and must be uploaded in e-Sanchit before bill-of-entry out-of-charge.

A word of counsel

The most common error on this tariff line is assuming that a country-of-origin exemption from azo-dye testing eliminates the PSIC requirement entirely. The exemption applies only to the azo-dye parameter; composition and other mandatory testing parameters under the PSIC regime remain in force regardless of origin. Consignments arriving without any PSIC or test report — even from an exempt country — are detained pending documentary cure, accruing demurrage and ground rent at the designated port.
