HSN 5206 33 00 (cotton yarn containing less than 85% cotton, not put up for retail sale) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) 2022. A Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy, as notified via DGFT Public Notice 14/2023.

The most common error on this tariff line is assuming that a country-of-origin exemption from azo-dye testing eliminates the PSIC requirement entirely. The exemption applies only to the azo-dye parameter; composition and other mandatory testing parameters under the PSIC regime remain in force regardless of origin. Consignments arriving without any PSIC or test report — even from an exempt country — are detained pending documentary cure, accruing demurrage and ground rent at the designated port.
