HSN 5206 25 00 (cotton yarn containing less than 85% by weight of cotton, measuring less than 125 decitex) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement under General Note 10. The most common error on this tariff line is assuming the azo-dye testing exemption is self-executing for exempt-origin shipments. Customs officers require positive documentary proof of country of origin before granting the exemption; a bill of lading or commercial invoice alone is not treated as conclusive. Consignments from non-exempt origins arriving without a PSIC or TC/CSRTI test report are detained at the port of import, attracting demurrage and ground rent until the compliant document is produced.
