Cotton yarn under 85% cotton, 52 to 80 metric number
HSN 5206 24 00 (cotton yarn containing less than 85% cotton, not put up for retail sale, 52–80 metric number) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 of the ITC (HS) policy. The PSIC must confirm the absence of prohibited hazardous azo dyes and is required from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes before the consignment is shipped.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Note that azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. For all other origins, the PSIC or accredited test report is mandatory and must be uploaded in e-Sanchit before out-of-charge at the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins because the PSIC requirement is sometimes overlooked in routine textile shipments. The exemption is country-specific and narrowly listed; consignments from any origin outside the nine named countries that arrive without a valid PSIC or accredited test report are liable to detention at port until compliant documentation is produced, with demurrage and ground rent accruing in the interim.
